Living in a Student Apartment

So next year I'm moving into a student apartment with one of my roommates. I lived first year in a residence, now I'm living in a house. I'm looking forward to moving into this student apartment (comprised of 90% students) because I miss my residence days. Can anyone tell me if it's possible to become good friends with the people on your floor if you haven't known them from before? I know that this student apartment probably won't have an open door policy like my residence, but it would be nice to bond with my floor mates and make new friends!
